The identity layer of financial markets: Everyone agrees, so why is it still difficult?

Financial markets increasingly depend on the ability to connect data, transactions and events across business domains, infrastructures and participants. From Legal Entity Identifiers (LEIs) and Unique Transaction Identifiers (UTIs) to Unique End-to-End Transaction References (UETRs), settlement references and emerging transaction identifiers. Shared identity is becoming essential for interoperability, traceability, and coordination across payments, securities, FX and derivatives. Yet despite broad industry agreement on the value of identifiers, implementation remains uneven and fragmented. Why is shared identity still so difficult to achieve in practice? Are the barriers primarily technical, operational, economic or regulatory? And what does this reveal about how markets coordinate change? This session explores the role of identifiers as the identity layer of financial markets, examines why execution continues to lag despite clear benefits and discusses what lessons can be drawn from both successful and incomplete adoption initiatives across domains.
